Does it come with the two short cables to connect to the receiver?

The DPP Separtor includes 2 six inch jumper cables to connect to the back of your PVR.

Will this work with a SW44 switch?

DPP Separators are not compatible with SW44 switches. It is compatible with the DPP44 Switch.

I have 2- bell pvr receivers and 1 HD receiver. We have a sw44 switch that has no signal coming from one of the outputs to the receiver. So only 3 outputs work. Confirmed by hooking up a working receiver. My question is what do I need to hook all this equ

There are 2 ways. The first is to get an SW44 expansion kit which will give you a total of 8 outputs, or you can replace your lnbs and switch and get a DPP Quad LNB and 2 DPP separators, one for each PVR. Both of these methods will work for your scenario.
